From time to time I will need to clear data from the app and restart Skifta to correct issues with making connections to remote sources. If I am doing this when I am not near a wifi source, I am left without the Skifta service because I have no way of accessing settings from the "startup" screen. Therefore, when I hit menu button on my phone, I would like the Settings option to be displayed so that I can go in and enable Mobile Data. Currently, the only way to do this is to first get past the start up screen and onto the connection screen.

Yes, Skifta 'must' have a wifi source on first startup.
After that it's fine starting up on 3G.
What issue are you having with remote sources that requires you to do a 'clear data' so frequently - and how does clear data fix the situation? -

Very often, the "Waiting for Connection" dialogue will stay up for quite some time without making a connection. When I would clear data and start over, it would connect.
I recently stopped doing this and started to "Clear Cache" instead. This also works, but I don't lose all my settings and account information on the app.
Still a feature I feel should be offered because ont the surface, I don't see why Wifi is necessary for initial set up.

One of the main reasons wifi is required on startup is because the 'first' connection you do downloads the essential Skifta 'bundles'. Wifi connections are more stable than 3g/4g connections.
If those bundles do not correctly download (interrrupteds happen more frequently on on 3g/4g), a bundle may get corrupted - resulting in the behaviour that restarting Skifta locks the app at the startup screen.
